The Government of the Russian Federation back in 2000 initiated administrative reform. The reform was supposed to solve the problem of deburisting the economy to weaken administrative pressure on business, which restrains the development of market relations in the country. To date, the situation in the construction industry has developed extremely unsatisfactory, as for the quality of construction and the responsibility of general contractors for the quality of already completed work. It should be noted that it did not help to correct the situation and the introduction of construction licenses – this only contributed to corruption among government officials and led to an increase in the number of unnecessary papers, without which it became impossible to obtain a license. The authorities in time decided to find an effective replacement of the construction license, in this way the concept of SRO allowed. According to the Federal Law on self -regulatory organizations, the SRO has the right to establish the rules of professional activities of its members, determine the standards, as well as ensure the property liability of the organization’s members to consumers, fulfill control over their activities and punish for violations by exclusion from the SRO members or by applying fines. The levers of construction management, thus, moved from the state to non -profit partnerships, which are SRO. The main document that allows for work in construction is a SRO allowance, only design, construction or survey companies that are members of the SRO can get.
To date, all companies that are engaged in the work of those included in the list are determined by the order of the Ministry of Regional Development No. 624 must be in the SRO. It should be noted that this condition often becomes an insoluble task for small firms, since the design of the SRO tolerate is impossible without entry into the NP. Before the adoption of the company in its ranks, it imposes very harsh requirements for the company, which only large construction companies are able to fully satisfy. Today in the Russian Federation there are more than three hundred SROs and it should be noted that not everyone helps to become their members to companies that do not have their own certified personnel, which operates on an ongoing basis, as well as do not have their own production facilities and complete sets of the necessary equipment.
